The @First master-planned project in North San Jose included four distinct developments: a 12-acre big-box retail development, a 14-acre corporate campus, a 12-acre retail development and a 3-acre hotel development.

Kier + Wright was the lead land use planning consultant for the @First master-planned project and provided engineering, surveying and staking services for the construction of the @First developments. The constructed projects include a 140,000-square-foot Target store, ten additional retail buildings, two hotels, and a corporate campus with three multi-story office towers and an adjacent five-story parking structure.

Special design considerations were required to mitigate flood risk due to @First’s location within a FEMA flood hazard area. The floor elevations of the buildings are raised to clear the anticipated flood elevation. To comply with maximum allowable flood blockage criteria, the parking garage accompanying the corporate campus was designed to allow water to pass through the structure. Kier + Wright provided precise grading design to accommodate the specific elevation needed to allow flood waters to flow through the garage.

Kier + Wright prepared plans for extensive off-site improvements on North First Street, Headquarters Drive and Holger Way, including plans for the relocation of a 24” City of San Jose sanitary sewer force main.
